Gideon Toal, Inc. was retained
by Weber and Company and Kimco Developers to develop an economic development
strategy and negotiate the redevelopment of the vacant 800,000 square
foot Montgomery Wards building and the surrounding 45 acre site into
over 300,000 square feet of mixed-use retail including a SuperTarget
anchor. Under a separate consulting contract, Gideon Toal represented
Target Corporation for development of the SuperTarget. Gideon Toal
prepared the financial information necessary to initiate an economic
incentive request totaling $22 million in public incentives. The public
incentives consisted of:
• 21-year City Program 380 Tax Rebate (Weber and Company)
• 21-year City Program 380 Tax Rebate (Target Corporation)
• 10-year Tax Abatements from Other Taxing Entities
• $850,000 in City Infrastructure Assistance
Gideon Toal managed the negotiations between the developer and the
multiple taxing jurisdictions. This included an extensive cost/benefit
analysis showing the impacts of the project on the community.
