This building serves as the administrative and engineering headquarters for the TRWD. It is located above the Trinity River fl ood plain and as close to the levee as the Corps of Engineers allows. The site is adjacent to the trail where millions of cattle were driven to the Fort Worth Stockyards, one mile to the north.

Native Texas materials were employed in the building and landscape. The major building materials are buff imestone, galvanized metal, and laminated wood decking.
