Gideon Toal was retained by The City of Arlington to develop a Tax Increment Reinvestment Zone (TIRZ) Preliminary Financing and Project Plan for the development of over 600,000 square feet of retail use. The TIRZ Plan outlines funding $16 million of needed public infrastructure. The TIRZ includes a 1/4% City of Arlington sales tax contribution.

Responsibilities Included:
• establish the TIF boundary;
• create a GIS database;
• obtain current land information;
• establish a multi-year tax historical review of the proposed developments;
• draft financing proforma, preliminary finance plans and detailed description of TIF zone;
• facilitate meetings and presentations to local government bodies along with their boards and committees;
• assistance in negotiating development agreements
