Gideon Toal was retained by The City of Amarillo to develop a Tax Increment Reinvestment Zone (TIRZ) Preliminary Financing and Project Plan to facilitate the redevelopment of Downtown.
The TIRZ Plan outlines funding $34 million of needed public infrastructure.
Responsibilities Included:
• establish the TIF boundary;
• create a GIS database;
• obtain current land information;
• establish a multi-year tax historical review of the proposed developments;
draft financing proforma, preliminary finance plans and detailed description of TIF zone;
• facilitate meetings and presentations to local government bodies along with their boards and committees;
• assistance in negotiating development agreements
