Gideon Toal was retained by Trademark Properties to assist with establishing a tax incentive policy and secure tax incentives with the City of Corpus Christi, Texas for the redevelopment of the pre-existing Padre Staples Mall. 

Responsibilities Included:
• policy creation,
• Financial analysis,
• Incentive negotiations; and
• Agreement creation.

The $23 million in public incentives consisted of:
• 20-year City Program 380 Tax Rebate from real property and sales tax
